I will be arriving in Pamplona on Monday evening around 8:30 p.m. Is that too late to walk to an alburgue from the bus station? Will they allow me in at this late hour?

Albergues will allow you in , earliest closes at 9 pm , some only at 11 pm and some do not have closing hours ( but reception will be only till a certain time and they will give you a key of some sort ).

The first edition came out in 2003 and has become the go-to-guide for many pilgrims over the years. It is shipping with a Pilgrim Passport (Credential) from the cathedral in Santiago de Compostela.

We stayed at Casa Ibarrola. It was fantastic. Why don't you call ahead and book something? Then they will know to expect you.
