I arrive at 13:10 at Bilboa airport. How do I get to Pamplona by public transport?

Hello Ian,
I don't know about public transport on that route but try the ALSA website for the bus or RENFE For trains. Both sites have English language versions if that helps.

Or Autobus la Union also runs busses
