Passport/Credential?

Pardon my ignorance. I'm planning to do the Camino Frances hoping to start in Pamplona. I understand the Passport/Credential is necessary to stay in the albergues. Are the Passport/Credentials available in whichever town you start? (i.e. Pamplona.) Or do you have to get them at the beginning of the recognized routes?

You can get one at the Cathedral in Pamplona but it is hit and miss to find someone there. I think Jesus y Maria has them.
