Purpose of memorial cross, west of Santibañez de Valdeiglesi

Going up a hill, west of Santibañez de Valdeiglesias, is a memorial, Cruz del Valle. There is a cross there, a plaque and a mannequin. Does anyone know the story about this particular site?

It has been sytematically vandalized over the last five years. The etched slate has been shattered, the pieces reassembled on the ground, and a trekking pole used to shatter the reassembly. The manekin is down to its basics; hat and clothing are gone. The weather may be responsible for that.

I think it is just art along the Camino, though there must be a story to it!
 
2024 edition: The Brierley Camino Frances Guide
The first edition came out in 2003 and has become the go-to-guide for many pilgrims over the years. It is shipping with a Pilgrim Passport (Credential) from the cathedral in Santiago de Compostela.
