You are right, the options are slim, especially if you are there on a Sunday when the only restaurant is closed!
I stayed at the municipal in 2019 there and walked to the nearby restaurant.
This year I stayed at Albergue Rural Astrar (on a Sunday), and the owner offered to either drive us to a restaurant or pick us up pizza. My small group opted for the pizza, and the owner had beer and wine available for purchase.

If you are planning to stay at the municipal albergue it might be a good idea to buy some food in Arzua (but once again, if it's Sunday the grocery stores will probably be closed - they were in June). Be aware that the kitchen doesn't have any cooking utensils, so something that you can heat in the microwave would be best.
But I can recommend Albergue Rural Astrar - call or email them to make sure that they are open. They have a good kitchen and a cozy sitting room/dining area. Although it's 700 meters off the Camino you don't have to backtrack to get back on the route - there's a shortcut.

Get a spanish phone number with Airalo. eSim, so no physical SIM card. Easy to use app to add more funds if needed.
Yes I saw that place but I think it only does lunch .
As is the case with many Spanish restaurants in the countryside. Lunch is not our half-hour collation, but the main meal of the day with three courses and wine, usually lasting from 1.00 to 3.00. On Sundays countryside restaurants are either closed, or they make it a special Sunday meal. Call ahead, and good luck!
 
I was actually there last night and realised that less than 1km away (although going back on the trail to empalme) there are 3 food options, 2 of which do menu del dia whilst the 3rd is a steakhouse. One of them (O ceadoiro) closed on Tues but still more options than in other places.Screenshot_20231108_220218_Maps.jpg
