This seems entirely at odds with the reality on the ground. It is clearly the ATM provider that is making charges on my cash withdrawals here in Greece. It doesn't even show as a fee on my account. It simply shows an ATM withdrawal of e.g. €81.50.
You pay a fee of €1.50-2.50 (used to be more in some places but government recently made banks reduce fees).
Contactless is fine in the cities. In villages most businesses prefer cash. The law is if it's over €30 they have to take card, but in reality sometimes they will tell you the machine is...
It used to be the same in the UK until about 25 years ago or thereabouts (but charges were only about 20p. It is still the case in many European countries. Here in Greece I pay €1.50 to withdraw cash from a different bank's ATM.
There may also be a "foreign transaction fee" even if you withdraw your home currency. I once made the mistake of withdrawing Sterling from my UK bank account at Dublin airport!
Remove communication apps and email accounts that you don't need from the phone.
Advise anybody who may need to get in touch with you of your "emergency" email address.
I think there are quite a lot of regional variations.
When I was in Almeria, a lot of places offered a jarra with a few tapas to share and it was more like a jug, served with several glasses to share.
You can do it anytime before you arrive. These days there aren't a lot of queues. The day before or before you set off in the morning is fine, or earlier if you prefer.
I think you will be paying a huge markup to the company. You could probably half the cost at least doing it yourself. And then you have the money on standby for anything that doesn't quite go to plan.
