Booked a suitable (late arrival) hotel via Booking.com and also booked a taxi via them.

We arrived on a late flight from UK.
Booked our taxi through Booking.com the driver had our flt details, had contact with us via WhatsApp I think and everything worked really well. Pretty quick picking up luggage, getting through passport / customs etc
You could drive to the Portuguees / Spanish border, drop off the car in Portugal. Cross into Spain by taxi then use a Spanish car hire.
Assume you're still young enough to be eligible for car hire. Over 75s this isn't possible.

I am not sure foot passengers are allowed on the Brittany Ferries route from Bilbao but obviously do check. Bilbao ferry port is not as easy to access as the port at Santander which is right in the town.
