You can travel to Portugal with a test (introduced last week, before nothing was needed). When you return, there is a 10-day quarantine and tests on day 2 and 8. I don't believe BoJo will put Portugal on the green list before lifting the restrictions in the UK :/
Medical screening means temperature check, they usually have thermographic cameras. The quarantine in Portugal is only required for certain countries that the Portuguese government considers risky (Brazil, India, Nepal...)...
The problem with antigens in Europe is that there is some EU approved list of antigen tests and their required specificity etc... So make sure all the required information is there on the travel certification. In the worst case, if you can get on the plane and the border control in Portugal wont...
The Government decided today to prohibit the movement to and from the Lisbon Metropolitan Area (AML) on weekends, from 15:00 on Friday until 06:00 on Monday, due to the increase in cases of covid-19 in this area.

Don't forget to book. We were on the Norte last year in July and it was extremely busy. You walk along the coast full of Spaniards on holiday. A lot of pilgrims as well, so be ready for some busy towns and beaches :) Buen Camino
The thing is, that once you reach Galicia the weather is unpredictable for most parts of the year (maybe except summer). The other variable is where you walk in terms of height. On Primitivo, you have the Hospitales stage in the mountains. Some higher parts are also on Frances.
