I was staying in Roncesvalles on 4th October this year. I was there somewhere between 3 and 4pm and had no problem in getting a bed. I saw people coming much later than me and they were allowed to stay so I'm not even sure if there was anyone that had to leave.
BUT I have a tip for people...
I walked Meseta around mid of October this year. It was quite chill (once the temperature was around 14 degrees) and a bit rainy but even in this conditions I still recommend it. Not many people there (quite a lot just skipped these stages and took bus from Burgos to Leon).
