I think there are quite a lot of regional variations.
When I was in Almeria, a lot of places offered a jarra with a few tapas to share and it was more like a jug, served with several glasses to share.
You can do it anytime before you arrive. These days there aren't a lot of queues. The day before or before you set off in the morning is fine, or earlier if you prefer.
I've found everywhere I've been in Spain feels really safe, compared to, say, inner city London or Paris. That includes non-tourist areas of Madrid.
Of course, take all the usual precautions, but most places you'll be passing through are small towns and villages with little crime.
I would think you might be lucky and find at least one English-speaking member of staff at the Correos in Pamplona, but no-one in this forum can really tell. There is no guarantee. Usually in these situations I prepare what I want to say in advance.
