What I had in mind is that young people haven't been vaccinated and they just share their virus left and right, not many of them using masks in a crowd (which are still obligatory btw). Majority of old people in Spain hopefully are protected by vaccine by now (I think)
It's good decision not to cross to France, but why wouldn't you start in Roncesvalles, you'll miss the best part of the Camino! If you don't know there is a daily bus from Pamplona just to R (except Sunday) for 5 euro! You can get off the bus, get the stamp and start walking right off!
