@Burton Axxe - the Sisters are usually there, but sometimes will be absent for brief times due to gatherings of their religious order, meetings, etc. Also you may have been there at Easter time and they may have been at their Monastery:

Hi Moniq, I was at the Roncessvalles alberque in May 2022. They did provide blankets. Hot water is available. Unless there is something unforeseen, there is always an 8pm Mass. Buen Camino!

I stayed in Lavacolla at Alberque Lavacolla.
Then had a lovely walk into Santiago in the morning and was at the Oficina del Peregrinos at 10am. Worked great for me!
Really loved staying at Casa Banderas in Vilacha, just before Portomarín. Owned and operated by a couple from California. Great environment, very welcoming, and fantastic dinner and breakfast. Can’t recommend it enough!
