Not to be argumentative, but I doubt that. More likely they have the training and knowledge that you do not. There is no correlation between this disgusting behavior and a progression to "something really nasty" that would constitute an emergency.- T0M

Such aberrant behaviour should absolutely be reported. If it can be reported at the time it is happening, yes, by all means call the emergency line. But later, as some have suggested, the use of an emergency line because it is more convenient than filing a paper report... totally wrong.- T0M
