We took the train from Santander to Mogro. Cost less than two euro, if I remember right. The walk from there to Santillana was, I believe, 21.5 km. For both distance and aesthetics, I'd recommend this, especially for your first day. Also, I recommend you stay at Albergue Convento in Santillana...
Like others, I suspect there's no bad choice. I cut down to the Primitivo in May. Unlike some other comments, we seemed to be about the only ones who did; all the folks (and there weren't all that many) we met on the Primitivo started in Oviedo.

Agree with the advice to walk from Irun. The alpinista route is a great start, and with your plans to stay in Pasajes, you'll have a lot of time in San Sebastian the next day.

After a great experience doing the Frances this spring, I want to research a combination of the del Norte and Primativo for next year. Checking Amazon, the only guidebook that comes up is the one by Whitson and Perrazoli. How is that, and are there other good options in English? Thanks,
