Your easiest solution might be to buy some plastic at home and make up a simple envelope you can drape over the bike. Fold it up and carry with you. With care it can be used multiple times. I have done so and it was not necessary to seal at the bottom.

Don't think you will have any problems just turning up. With a bike carrying on for another 10 k is rarely a problem. I never came across a hotel/ hostel that didn't have safe storage for bikes. Its useful to have a list which indicates prices of hotels along the way

There is a decathlon store a few kms from the airport, they might be able to help. Google throws up a bike shop in the middle of Biarritz they may be able to help.
Lastly if near airport day before your flight you might be lucky enough to get a discarded box

On both occasions i have assembled my bike and ridden to Bayonne station, it takes about 40 mins to ride there , use a road map. No problem taking an assembled bike on train from the station in Bayonne.
