bus from Pamplona to Roncesvalles

I've searched the forum, I think, but never seen any mention of the bus from Pamplona to Roncesvalles being too full. Is this common? I have a friend who started last Monday (6th September) but couldn't get a ticket, or a seat, because the bus was already fully booked by early afternoon.
She managed to share a taxi with others in the same predicament.

I think the bus service from Pamplona to St. Jean has ended for the year, so getting reservations is probably moot.
