Does anyone know if it is possible to pick up a credential in Bilbao?

I got mine stamped at the Catedral de Santiago in the casco viejo, and saw some in the drawer where they kept the sello. But to be certain, or get more options, why not contact the local pilgrim association: info@caminobizkaia.net.

The tourist information usually have credencials, or can point you in the direction of where to get one. Depending on the time of year you are there, the alberge which opens at the beginning of June will have them, or you can order one from this forum if you have a few days to wait for the post to bring it.
