A new cycle path on the Spanish south coast is causing great surprise. All lines on the cycle path are crooked. The tangle drives bewildered cyclists crazy and they have no idea how to behave on the new asphalt. Local administrators thought their cycle path, which cost 2.5 million euros, was a genius discovery.

Forces one to pay attention to one's environment. Good idea.
Now if the same could be done on roads for cars that'd be perfect
 
Imagine trying to predict the movements of an oncoming cyclist, or one you might be trying to pass. It looks like an inducement to jay-ride!

I’m sure the intention was draw more attention to the bicycle path. Pedestrians have a habit of walking on bicycle paths and that’s when accidents occur. I suspect that’s what it’s about and It’s a great simple solution to a complex problem. Amusing also. What’s not to like?
Obviously no bicyclist is going to follow the squiggly lines unless for fun. And I doubt the €2.5 million was just for paint. There was probably some asphalt and excavation involved in that!
