Love these unusual requests! Try the army's website, which has a locator for all installations in Spain. That's just regular barbed wire. Very much in use in the military. I got tasked with laying out that and the razor wire as well when I was in the army. It came in big, heavy rolls and we had special gloves for handling it.Maybe you are thinking of the old military base near Vertice Matagrade...the weird spiral of rocks, monuments, with distance marker....also I thought that the WWI style tangle wire was outlawed because of the potential harm to wildlife.

The Camino passes the edge of their land and you can sometimes here artillery fire. The base entrance is on the N120 a few km from where one of the alternative routes into Burgos meets/crosses it. The N120 at this point is called the Carretera de Logrono. Their web page has a handy map and directions!
