I don't believe there are any "rules" limiting your use of a bike on the Napoleon. That being said, I would only do it with a very sturdy mountain bike, there are several spots that would require some experience handling rough terrain and the downhill to Roncesvalles could be done on the roadway...
It happens. I zipped off the lower portion of my hiking pants at a stop for coffee one morning, then walked away without them. An hour or so later someone passed me and asked if I realized what I had done. They did me no favor by leaving them right where I had left them.
Don't forget that you will also have to deal with those who want the windows open and those who want the windows closed, no matter what the temperature is inside or outside.
Pamplona is closer and perhaps easier, just a bus or taxi ride away. To get there from BIQ depends on your tolerance to the various modes of transportation that are available.
