I don't know. I've bought iPhone adapters every year since the beginning of time and never had an issue. I've never heard of anyone starting a fire on the Camino with one, either.

While I totally get the need for some type of rules, conditions etc for staying in albergues I personally think there's times it is quite OK to bend the rules, as in the case of the peregrinas in question. It was quite obvious they were pilgrims...

Bears are nothing to worry about on the Camino. There are so few in the mountains, if one was nearby, it would have heard you coming and will do its best to avoid you.
I almost never use my cellphone when I walk the Camino so probably 75% of the time it's turned off. When it does need charging I just do it whenever. I certainly wouldn't leave it or anything of value like money, wallet, documents etc unattended...
