I would hand out something in SJPP (and post in each albergue) saying DO NOT LEAVE YOUR TOILET PAPER ON THE TRAIL!!! BE RESPONSIBLE and PICK UP AFTER YOUSELF! And as Alex said, fewer pilgrims. Otherwise, I wouldn't change anything.
