I've walked both way several times. There's not a lot to choose between them but if you go right you're out of the city faster and, as someone else said, less road walking, bloody steep though!
I would talk to other people in the albergue in Oseira and agree with them to walk as a group for the first hour or so.
Otherwise, please don't let this worry you, these kinds of incidents are extremely rare.

Clearly there's a problem about 3km after Oseira at the moment. Someone's dogs are running wild. Hopefully they'll get them under control soon.

Did you contact the albergue in San Pedro? it's the same number as the Casa Rural. As far as I know it's open although it was pretty run-down last time I stayed there.
Also, Pedrosilla is a nice option.
