There are buses from Burgos and Vitoria that I have seen with my own eyes (like there's another way). It would be easy to get from Bilbao to Vitoria, maybe there's a through bus. Look at the Jimenez website.
I can only talk about Spain, the rules are still masks on public transport and in pharmacies. Caminoing in September to November this year on various routes, everything feels back to normal, other than remembering to carry a mask.

Here's a cheeky tip.... Pop into every albergue you walk past and ask if there are poles that have been left and forgotten for a while. I know from experience that poles get left all along the camino and after 24 hours no-one is going to go back for them.
