I just left Burgos. The magnificent cathedral there has a shop and I believe you can get a scallop there, but don't trust my answer. I checked in to SJPP AND DIDN'T NEED ONE in Burgos. Burgos is a huge and welcoming city; I'm know there is a Camino information center there.
