I don't think that those are the only two options. For some it is an exercise in sacrifice fir spiritual gain. For some it is an exercise in trusting in Grace. And I'm sure there are many other approaches to the Camino other than holidaying or boot camp memories.
I think you are confusing efforts with responsibility and accountability. If someone offers a bed to a pilgrim, are they then responsible to ensure that all pilgrims are housed? If someone redirects a pilgrim back to the path, must they stand there every day and ensure no pilgrim walks astray...
That was my experience on my first arrival in Santiago, too. Of course, at that time I think "reasonable accommodation" consisted of a little private room for 200 or 300 pesetas.

I've walked longer Caminos (e.g. 51 days) and shorter ones. I think there is a noticeable difference between a month long Camino and a one or two week Camino. But I also have to admit that people have had life changing experiences on Caminos that just last a week, so I wouldn't dismiss a shorter...
