You mention Conques🤔 You can get a new créanciale at the Abbey Church there in the evening when they have the pilgrim benediction / blessing I think at around 19h30 ... or thereabouts ... OR from the Abbey bookshop «librarie Saint-Norbert» during the day ... it comes with their lovely pilgrim...
My hunch is that the discounted taxi service is for bonafide residents of the surrounding communities ... not hikers and pilgrims ... but I will contact the OdT at Conques and ask them ...

I understand from your post that you have three weeks available to walk and travel to and from the chemin. It is not difficult to start past Le Puy ... there are two shuttle bus services that run every day from Le Puy-en-Velay to Conques and beyond [La Malle Postale and Compostel’Bus] and you...

Best to take the train from Lyon [Part-Dieu train station] to Le Puy-en-Velay via Saint-Etienne where you make a quick and almost seamless change to the local train ... one connection, generally in the afternoon, is to a bus

You should be okay come mid-June ... but for peace of mind you might want to drop in to one of the many very helpful «offices de tourisme» along the Way and ask them how busy things are ... and ... if you should reserve ahead🤔
