When we did it in March-April, we didn't have issues finding accomodation, but we often cose b&b's and hostels instead of the albergues.
So if you need a list of the albergues and alternatives, you can check the list here...
Regarding daily budget, my estimate (for two persons) would be 30-35€ for accomodation (mainly not albergues) and and 35-50 for food.
And I haven't travelled by train in Portugal, so I'm not of much use there - my guess would be that it is relatively cheap as busses are very affordable, but...

Your accomodation budget of €70 pr. day definetly covers the camino, we did the same as you and the prices (for two persons) were mostly between €35-50 - even when walking along the (probably more expensive) coastal.
You can use Gronze as mentioned, but can get an overview of the price levels...
We did it in March 2016 and had all sorts of weather (except storms) - it rained nastily the last few days before Santiago in April, but my best weather-advice is to wear many layers and have a good rain set with you!

You should check our list of accomodations along just that route :-) Filter by Type: Albergue from the excel sheet or directly in the googlesheet and you should be a bit wiser...

1.) Is it relatively safe for a young woman walking solo?
The general consensus on the forum here is 'yes', so I'll go with that (as a male always walking with my wife, another option is to say 'I don't know'!
2.) Are there reliable and various albergues...
