I think so - I didn’t actually check. I don’t tend to book in advance and so it is not really an issue for me. I have booked a handful of places for my first week so I can walk really short days - the ones that want confirmation want to use WhatsApp.

I walked the Voie de la Nive in the opposite direction and met one couple coming from Bayonne. Beautiful scenery and adequate infrastructure if you are flexible.
It depends if the friend needs to finish in Santiago or not. Pamplona to Burgos is a lovely walk achievable in ten days. They might want to maximise their short time walking, especially if Santiago is not essential on this trip.
