I walk the Norte regularly (each summer, or Easter)as I love it so much.
Nowadays I tend to go as far as Santander.
The only real bottle necks are San Sebastian and also Deba.
Deba has 1 albergue only and access is frustrating as you must first go to the tourist office before the Albergue...

I did not use the service. I managed to keep the weight down in both of our bags.
The link provide by a previous post on this thread did give me some contacts however.
They appear to only provide this service between hotels as the alburgues are not always open when the bag is...
I just completed the hilly section of the norte recently and I wore boots.
I dont think they were necessary. I wore them for the descents and shoes would have been OK.
Some of the descents are on roads into villages and towns and they are quite steep.
