Yes, the whole spur (rather than ring main) will be fused centrally at 16A, which means you can draw 16A at one socket, but certainly not at every socket at the same time. Most appliances will not draw 16A, though, certainly not a phone charger.
13 amps at European voltage is more like 3,000 watts. When I worked in UK theatres we used 10 amp lighting circuits, which amounts to about 2,500 watts, but it depends on the exact voltage. It used to be 250v at one time in the UK but now 240v, I think.

You should be able to get a sim card, on production of your passport and it will be registered. If you get a normal local sim it is easy to top up online. I got a Vodafone sim with 25GB of data for €10.
In April you could get any weather. It might be cold and/or wet or it might be sunny and warm up to the high 20s Celsius. Over the period of your walk you will probably experience a variety of weather.
When I was in Spain this year I took my own pocket WiFi and put an ordinary Vodafone mobile phone SIM in it. It was very good and mobile data is cheap.
When I plug my phone into a device (eg laptop) to charge the a message pops up asking if I want to exchange data or just charge the phone. I presume it would be the same if someone tried to hack it.
Are you sure it's the Spanish Orange App you're trying to download? I have no problem at all. I bought my phone is Greece, but there is no way for the App to know that!
On Android, my experience is that it is the nationality (as it were) of the sim card that determines whether I can download apps. There is nothing in the phone that records my residence location. If I am in Spain, with a Spanish sim, I can definitely get all Spanish apps.
I'm using a vodafone plan, if I use up all my data I just renew the plan early and I get all my monthly allowance starting from that date. It's only €10 a month, so not a big deal. (And yes, it is a bit annoying that it's 28 days and not a month).
I walked into a vodafone shop and bought 2 prepago sims. It cost €20 (€10 per card). The first month I had 25GB of data, but when I topped up, I got 50GB and the same every subsequent month since November - every month I pay €10 and get 50GB.
If you have any prescription medications or other valuables, you should carry them with you. It's not common for bags to go missing but you don't want to find yourself without anything essential.
