I was fooling around with my daughter iPhone 4s and "accidentally" locked the SIM, the phone works with the SIM removed. I have an iPhone 4s with Verizon, when called to have it unlocked they try very hard to convince me to use their international roaming plan. After I explained I can get a local SIM with data a lot cheaper than their plan they unlocked it for me.- V-rock
