I think what happened is that they were planning to pass the new law scrapping mask requirements in yesterday's cabinet meeting but then they changed their mind and they left it for another day.     Check the Navarrete health centre. According to the info on the website, they actually open at 3pm Mon-Fri. Look for the 'urgencias' https://www.riojasalud.es/ciudadanos/informacion/centros-servicios/otros-centros-sanitarios/centros-salud/rioja-media/navarrete If they can't help your son there...
