If not, what budget accommodation is there, besides the two main albergues?

Are you sure that was Albergue San Juan in Astorga?
The closeast by its name I know there is San Javier. Gronze has NO for reservations, Eroski YES and Mundicamino doesn't have this info.
Also prices vary from 6€, 8€ to 10€. I guess not all of these sites updated their info yet
 
Albergue San Javier was a private albergue in 2012, we were walk in so I'm not sure about reservations. It was run by a Brazilian family and we found it very nice. It is just around the corner from the Cathedral and is near nice places to eat. Address and phone number below.

Four km west of Astorga on the CF is the small hamlet Murias de Rechivaldo where you can reserve in the pleasant private albergue Las Aguedas./
I second that mspath. A quite distinctive albergue.
 
Thanks all for the info. I was looking on Gronze, and it shows one cannot make reservations at Albergue San Javier; hence my query. Thanks for that correction! I’ve now found an email address:

But I quite like Margaret’s suggestion of going on to Murias de Rechivaldo.
