My friend asked what is the best way for going from Santiago to Porto to muxia via finestere back to Santiago

Or

Santiago to muxia to porto via finistere back to Santiago

Is there much accommodations?

Is there much history?

I think you mean Porto to Santiago?? My blog has so much info and so many questions answered. I cover the Santiago-Finisterre-Muxia-Santiago loop and discuss the differences on the Many Ways on the Camino Portugues! Forward these links to your friend, tell him/her to grab a cup of tea and start reading! Indeed a compostela from Porto to Santiago is given, and a special certificate at the lighthouse in Finisterre for completing Santiago to Finisterre and Finisterre to Muxia (or Santiago to Muxia).
 
The focus is on reducing the risk of failure through being well prepared. 2nd ed.
Joking aside, the wikipedia page for Portuguese Camino offers an overview of the historical highlights:

The way to Finisterre and Muxia is a pilgrimage route that pre-dates the Christian Era, so it has a long history and you see medieval bridges and churches in the towns and villages on the way.

Which has more history?
My suggestion is to look up the stops on each route and highlight the ones that take your interest. Then you may find that you prefer one route to the other - Or you might decide to start on one and switch to the other, as suggested in Cicerone's guide:
I expect other people will chip in with their personal experiences. But since everyone's personal preferences differ, you're better off doing your own background reading and determining which sites are must see for you.
