Does the municipal albergue in Negreira sell credentials or can i use the one where I finished in Vigo in April this year? Or does the last stamp have to be Santiago de Compostela?
 
Get a spanish phone number with Airalo. eSim, so no physical SIM card. Easy to use app to add more funds if needed.
You can use the one you already have. Make sure to get it stamped again when you start from the same place where you finished your journey in April.

It depends on what you want to use it for. Negreira is on the Camino Finisterre, if I remember correctly. If you want to use the credential to get a Compostela, you would need to get it stamped again in Vigo (or wherever your last stamp is) and twice a day from there to Santiago, as Bradypus writes above. But if you just want to use it to walk to Finisterre, you can use your unfinished one as it is.

The Municipal Albergue in Negreira does not sell Credencial but Albergue-Pension San Jose does according to Gronze https://www.gronze.com/galicia/coruna/negreira/albergue-pension-san-jose

In Gronze look for the phrase "Expiden la Credencial" under "Servicios y equipamiento".

How are you planning to get to Negreira? If you are walking from Santiago you can obtain a Credencial for the Fisterra/Muxia route from the Pilgrims Office or the Turismo Galicia at Rúa Carretas, nº 33. If you are walking from Vigo the advice above applies.
