I don't think they open the upper floors unless the lower one have filled. I was on the first floor on a slow day, and it did not fill up.

Yes, they fill the floors from the bottom floor.
The first floors are more luxury with separating walls in between the bunks with many shower and bath rooms close by.
The uppermost floor (5TH?) is an open plan dormitory.
In the summertime at 2030 it will be completo and no reservations can be made in advance.
You will find plenty of nice hotels in Burgos my favorite city on the Frances.
