The Swiss health authority BAG just announced that Spain and Portugal will be taken off the quarantine list as of tomorrow 11.03.'21.

I'm not sure I understand: Does this mean that passengers from Spain and Portugal can come to Switzerland without quarantine or is it reciprocal? (The latter is more interesting)

Of course I would confirm this but what I believe this means is that people who are coming into Switzerland from Spain and Portugal do not have to go into quarantine upon their arrival.

I am not an authority but it is my understanding that the listings are decided unilaterally, but that the governments usually consult with each other to make them reciprocal.
