This article seems to suggest that there are number of illegally operating taxi firms working the routes to and from
Pamplona
Roncesvalles
Saint Jean Pied de Port.
the article goes on to say that most advertise on the web.
The actual amount of illegal taxi is quite small in comparison with the total amount of official taxis on the road in the area. But taking one does have its risks like no insurance cover.

On line it will be hard to tell the difference.

Before you get into any taxi or bus* in Spain look to see if they have a SP plate both back and front. If not then they are operating illegally.
Sizes are either 225mmx120mm or 150mmx75mm



* Urban buses have a MP plate back and front.

Illegal taxis operate all over the world.
