Is the pedestrian walkway next to the railway across Ria de Ferrol open currently?

Looking to start my Camino in Ferrol and cross the Ria de Ferrol on the first day to reach Pontedeume that night (understand this is 23km). Wondering whether anyone has done this recently and can confirm if its open? Thanks!
