No, but there are normally easier ways to stop you phone accessing data services when you are roaming than that. Speak to your telco about the options for your specific phone if you are having difficulty figuring out how to do that.

We are currently in San Sabastian for a few days before we start our Camino on August 24th. The reason I asked the question is that our phone shows some data usage for our time in Spain even though we removed the SIM card before we boarded the plane in Canada.
 
May your phone is counting WiFi traffic as data usage.
You should be able to configure it in the settings.
What kind of phone is it?
 
The phone is a Samsung Galaxy S 4.
I got a quick glance of a message on the screen earlier today and I thought it said " this phone accpts incoming calls only" That seems strange to me.
When we removed the Sim card, we removed a little red card. Now I am wondering if there is more to the Simcard than the red piece. We followed instruction on a Youtube video to remove the Sim.

Without the SIM card there is no real phone number to associate data with. If you have internet access you should be able to login into your account at Virgin's site and check your account

This is what the guy from Telus mobility told me. I paid them some fee $35 I think to unlock my phone, and I need to remember the code he gave me for my phone. Then when I get to Spain, buy another sim card from a kiosk, and get a pay as you go account. Use the code to replace the sim card and bingo, you are now on pay as you go in Spain. I assume I can top up by purchasing cards, like we do here. Hope this all works out cause we are going next week.

Save that code! Once you install a non Telus SIM card, you will be prompted to enter the code given by Telus.
You could complete the unlock before you leave Canada, just find a Rogers or Bell SIM card from a friends smartphone and install it your phone and perform the unlock, that way you'll know your phone is unlocked before you go.
