I know you want a taxi - but a two hour bus ride will get you to Pamplona for about €10 from where a taxi could take you the rest of the way

I'm assuming that the quotes are based on the distance including the journey both ways. Most unlikely that the driver could find a passenger for the return journey to Bilbao. That's about 400km. A fee around 1€ per km does not sound so excessive...
