I would expect the costs would rise. In 2015 a Pilgrim menu was about 10€. Even at these prices it is a lot less than restaurant in the US. Fast foods like McDonald's run about $10-12 for sandwich, chips and drink and are not nearly as tasty.

You will need the quilt or a sleeping bag as the albergues don't always have sufficient heat and personally I do not like using the blankets provided, some do not provide blankets. I use a 40 degree bag.
The Portuguese Camainho may be your the weather will be cold but less chance of snow, maybe, best bet. Walking by the beach for a while and in 2 weeks you can walk from Porto to Santiago de Compostella.
My wife and I used 40 degree bags during a winter walk and they were plenty warm except for one albergue where there was no heat at all, it was broke and we just added layers to sleep in and did ok.
We walked the Meseta in march and April and that year was extremely wet lot's of rain and mud which made it hard walking. The weather is not the same every year. You have to take your chances. I will do it again at that time of year because I like cooler weather and the beds are plentiful.
