I walked from Malaga to Cordoba a few weeks ago. Everywhere was open. I note of caution though, distances between places get longer and therefore water is a problem. Obviously no open water to filter. I carried 4 to 5 litres.

I have just arrived in Santiago and in the whole cyclists are just as courteous as some groups of occasional walkers. But as an experienced cyclist I can say that over 90% of cyclists are on powered machines.

Have you heard of a ride sharing service, Blabla cars? I used it a couple of years ago to get to the start of my Camino from the airport. Wonderful introduction to a country, cheap and convenient.
