Saying: "Pilgrims uses to cross this town" or "Pilgrims walked on this route centuries ago" is often hypothetic.
There are several points where we can guess medieval pilgrims were walking:
- passes between mountains (eg, Somport or Roncesvalles)
- hospitals where they were able to find food...

I cannot understand the contradiction between "pilgrimage" and "holidays".
According to me, these words are not at the same level:
- pilgrimage is the target
- holidays are the means

I belong to 2 pilgrim associations and I have asked them.
The first one (SFASJC) just answered:
"The price paid by a pilgrim for a credential is entirely for the SFASJC which designs and prints the credential. There is no fee due to Pilgrims Office in Santiago"
Wild camping is not so discouraged in France, provided you are cautious (namely regarding fires), ask permission if you see someone, and if you do not leave your tent too long at the same place.

Perhaps we have to think about (and if possible answer), several questions:
A) Do I personally think there are too many pilgrims on the Camino ?
"too many" for my comfort ? Because it becomes difficult to find accommodations ?
"too many" for the inhabitants close to the Camino, for the Galician...

But if you have to be careful with your euros, you should choose accommodations according to their prices, for instance on the website I mention above.
My personal advice is that it is a mistake to pay a travel agent to organize a Camino.
(That are my 2 cents, you can give them to the travel agent as a tip).

You are right, but the question is about the credencial for San Salvador (it is a bit special, showing the steps of this Camino). Of course a standard credencial is allowed, but the one you get in convento is nice.
Le Seuil french association allows a judge to give a choice to a young desperado, before he definitly fall in criminality:
- either the jail
- or walking on the Camino with a adult guide.
It seems to work: about 95% of those who choose the Camino never go to jail.
