The monument was certainly deteriorating. I took these two photos in 2014 and 2018 which show the monument getting very rusty and also the concrete pyramid getting worse with a hole in it.

I have met a few people who took a horse ride from Las Herrerias up to O Cebreiro to avoid the steep climb. Their packs were taken up by car and I think it cost around 35 euros.
You can get Credentials at the Albergue San Nicholas de Flue. It is at the lower side of a large car park near the town centre and I am sure you will be able to get directions there when you arrive.

75 miles is equivalent to 120kms and so the best starting point for this distance would be Samos which will give you a walk of about 127kms to Santiago. The Monastery at Samos is a wonderful place to visit.
