    I always lean towards tipping while factoring a large measure of the societal "norms" of where I am along with a large measure of "common sense".     My last night before Santiago on the Portuguese (Central) I had a lovely dinner served by a blur (moving so fast) of a waitress. On my way out I asked the cashier if I could tip the waitress and he nodded like no big deal so I went back and did so. No harm, no foul.
