You don't need an app. Did you fill in the Portuguese Passenger Locator form https://portugalcleanandsafe.pt/en/passenger-locator-card ? Not sure if this helps as we have British passports but we are flying from Stansted to Porto tomorrow and only need Vax. We're starting our Camino in April doing last 100km of Camino Portuguese. We fly to Porto, then take bus and taxi to Tui where we stay two nights.
