I have just returned from Pamplona - Santiago walk and would like to warn all pilgrims about bed bugs in Ponferrada. My friend, I and multiple other pilgrims who stayed in Ponferrada parish hostel were all seriously bitten by bed bugs in Ponferrada parish hostel. We didn't get the chance to warn the hospitaleros because bites were not visible immediately next morning and we already left before noticing. Honestly speaking: regarding level of cleanliness in mentioned albergue - I do not think they would even care.
Try to avoid albergue at all cost.
