Emaciated dogs outside Belorado

I was just "google-earthing" a street view of Belorado to refresh my memory from our walk in Sept 2015, when I saw (again - from 2014 according to google earth), the two dogs tied up outside the hotel which is along the way near the N-120 interchange with the camino. Is there something we as pilgrims can do to help these poor creatures? One appears to have a big padlock around it's neck and they are just skinny as can be. I know, I've heard a hundred times that I should be focused on the poor people of the world, but these dogs seem to be spending their lives poorly cared for outside a path of compassion.
